En cuanto a la división, la puedes hacer a ojo de buen cubero, basándote en la forma de la onda, en partes iguales, cada cierto intervalo de tiempo o tamaño de archivo, de forma precisa especificando el segundo exacto de inicio y fin de cada fragmento y de forma automática, que detecta los silencios.

Por su parte la unión es más sencilla todavía. Se eligen los archivos a unir, el silencio que se insertará entre los archivos, los tags ID3 del MP3 resultante y ya está.
